On May 14, the Centers for Disease Control and Prevention released six checklists to help restaurants and bars, workplaces and child care programs decide when it’s safe to reopen. Much of the advice is focused on making sure proper hygiene and social distancing protocols are in place. The White House rejected a previous iteration of the guidelines, which included more detailed advice, according to the The New York Times. Should states reopen too early, coronavirus cases may spike again, undoing the good social distancing did for weeks. Should they continue to stay closed, small businesses across the state may never recover and fiscal crises could grip many states. Gov. Ralph S. Northam, a Democrat, eliminated the mask requirement for fully vaccinated people, to align with C.D.C. guidance.
Vermont lifted all of its remaining COVID-19 restrictions June 14, 2021, after becoming the first state in the U.S. to have 80% of its eligible population get one dose of the vaccine. Previously, Ms. Sonosky was the Director of Public Policy Research for the March of Dimes Foundation, the Vice President of Policy at FirstFocus, and the Senior Director of Programs and Policy for the Children’s Defense Fund. From 1993 to 2003, she served as Assistant Director and a lead researcher on maternal and child health policy at the Center for Health Policy Research at The George Washington University. Ms. Sonosky is an Adjunct Assistant Professor in the Departments of Health Policy and Prevention/Community Health at the George Washington University School of Public Health and Health Services, where she has taught courses on maternal and child health policy. Connor McDonnell is a Housing Integrator with Oregon Housing and Community Services where he leads efforts to reduce homelessness and expand affordable housing options for Oregon’s most vulnerable residents. This work includes initiating the Oregon Rural Peer Network for Supportive Housing and crafting a Permanent Supportive Housing program in Oregon.

Capacity and distancing limits for busineses, indoor events and gatherings were removed May 28, 2021. Beginning May 7, limits were lifted for most outdoor dining, and on early closing times for bars and restaurants. Cohen was Executive Director of the Environmental Health Fund for many years. He has helped build coalitions and networks globally to address the environmental health impacts related to toxic chemical exposure and climate change. Ellie Hartman, Ph.D., BCBA-D, graduated from the University of Minnesota in Educational Psychology with a concentration in special education where she taught Behavior Analysis and Classroom Management and became a Board Certified Behavior Analyst – Doctorate (BCBA-D). Dr. Hartman was an evaluator for Wisconsin’s SSDI two for one pilot, Wisconsin’s Medicaid Infrastructure Grant , and the Administration on Intellectual and Development Disabilities ’s Partners in Employment grant, called Let’s Get to Work in Wisconsin.
Leann has 25 years of leadership experience developing equity, diversity and inclusion programs. Leann is a qualified administrator for the Intercultural Development Inventory and holds a master’s degree in Industrial/Organizational Psychology with focus in Multicultural Organizational Development and Indigenous Psychology. Linette Scott, MD, MPH, is the Chief Medical Information Officer and the Deputy Director of the Information Management Division in the California Department of Health Care Services.
Restrictions lifted in Georgia

Dr. Smith is Chief Medical Officer, New York State Office of Mental Health ; Co-Director, NYS OMH Center for Behavioral Health Integrated Performance Measurement, and Special Lecturer in the Department of Psychiatry at Columbia University. He oversees clinical and quality aspects of the New York State public mental health system with a focus on improving access to prevention, recovery and rehabilitation services for persons with serious mental illness . He is the recipient of numerous NIMH and foundation grants for studies of engagement strategies for persons with SMI, services for persons with first episode psychosis, and care management approaches for high-need persons with SMI.
Gov. Larry Hogan, a Republican, lifted all remaining capacity restrictions on indoor and outdoor venues, as well as all remaining restrictions on indoor and outdoor dining, starting May 15, and lifted a statewide mask mandate. Mr. Hogan lifted all remaining emergency mandates and restrictions on July 1. Gov. Janet Mills, a Democrat, lifted capacity limits, distancing requirements and a statewide mask mandate on May 24.

Nevada Gov. Steve Sisolak extended the closure of all nonessential private businesses and schools to the end of the month, though residents will still be allowed out to purchase food, undertake essential business or do exercise. Florida Gov. Ron DeSanti has now announced similar measures for the Sunshine State's residents for the next 30 days, though they too will be able to go shopping and exercise outside responsibly. Gov. Pete Ricketts announced during his last COVID-19 press conference in May 2021 that he signed an executive order suspending previous executive orders made during the pandemic. Nebraska transitioned its state-wide mask mandate to an advisory in April 2021.
The governor on May 25 relaxed most of the remaining COVID-19 restrictions, including indoor capacity restrictions. A bill passed by Virginia's legislature and signed into law by Gov. Glenn Youngkin banned local school systems from imposing mask mandates on students, effective March 1. The states previous governor, Ralph Northam had issued the universal mask mandate for K-12 schools Aug. 12, 2021.
Restrictions lifted in Rhode Island

OHA’s Office of Health Analytics is comprised of research, policy, and analytic staff who collect, organize and analyze data which they use to inform efforts to improve Oregon’s health care system.
In this role she works across the Department and with stakeholders to ensure that reliable data and information are available, and used to drive improvements in population health and clinical outcomes through the Department’s programs and policies. Dr. Scott is a Board Certified Physician in Public Health and General Preventive Medicine. She has a Doctor of Medicine from Eastern Virginia Medical School, a Masters in Public Health from University of California, Davis, and a Bachelors of Arts in Physics from University of California, Santa Cruz. Mark Schulz is the LTSS Systems Consultant for the Minnesota Board on Aging and a Legislative Liaison for Minnesotas Aging and Adult Services Division.
In a handful of more rural states — Arkansas, Iowa, Nebraska, North Dakota and South Dakota — governors held off on imposing stay-at-home orders, favoring other restrictions amid intense pressure to take stricter action. A few other states have partial orders in place, issued locally by cities or counties. All 50 states have eased at least some of their lockdown restrictions and allowed certain businesses to reopen. In Vermont, retail stores are allowed to reopen Monday, but only at 25 percent capacity. Twenty-eight counties in Oregon can begin reopening restaurants, bars, salons and gyms on Friday.
At the end of March, 42 states and more cities and counties were under stay-at-home orders — a total of 308 million people, or 94% of the US population. Soon to join are Oregon, New Mexico, Minnesota, Louisiana, Kentucky, Virginia, Connecticut, Massachusetts and Vermont, which are all set to begin reopening next week. As President Donald Trump and his coronavirus task force did not institute a national stay at home order as other countries with major outbreaks have done, the decisions has been left up to individual states. Six other states did not issue a stay-at-home order but still closed some businesses. With the November and December wave of new, stricter coronavirus orders, we decided to end our stay-at-home coverage to work on building comprehensive coverage of practical restrictions. The first governors to lift their stay-at-home orders were Mike Dunleavy , who did so on April 24, and Jared Polis (D-Colo.) and Steve Bullock (D-Mont.), who did so on April 26.
